Minneapolis VA Out of Town/State Courier - Solicitation   3

Background
The Minneapolis Veterans Affairs Health Care System (MVAHCS) is seeking a contractor to provide courier services for the transportation of pathology and laboratory samples, mail, official VA correspondence, non-narcotic pharmaceuticals, and small medical supplies.

This contract aims to ensure timely and secure delivery of essential items between the Minneapolis VA Medical Center and various Community Based Outpatient Clinics (CBOCs). The goal is to maintain the integrity of medical specimens and supplies while adhering to federal regulations.

Work Details
The contractor will be responsible for daily pickups and deliveries from multiple CBOCs to the Minneapolis VA Medical Center. Services include:
- transporting laboratory specimens such as blood, body fluids, tissues, swabs, and glass slides;
- delivering clean and sterilized instruments to the Northwest Metro/Ramsey CBOC;
- transporting mail, X-rays, and small miscellaneous supplies in secure mail pouches;
- ensuring all items are kept at appropriate temperatures during transport;
- managing operations locally for quality assurance;
- providing vehicles that meet regulatory requirements;
- maintaining communication with MVAHCS personnel;
- training drivers on HIPAA compliance and safety protocols;
- developing a quality control program;
- submitting reports for any incidents involving lost or damaged items.

Period of Performance
The contract period begins on November 1, 2025, with options for renewal extending through October 31, 2030.

Place of Performance
Services will be performed primarily in Minneapolis, MN, at the Minneapolis VA Medical Center and various CBOC locations across Minnesota and Wisconsin.
