Lab Courier Services for TVHS   3

Background
The Tennessee Valley Healthcare System (TVHS) is seeking to procure lab courier services to facilitate the transportation of laboratory specimens between its main campuses and various Community Based Outpatient Clinics (CBOCs).
This initiative aims to enhance the efficiency and effectiveness of care for eligible veterans by ensuring timely delivery of diagnostic specimens.
The contract will adhere to applicable federal, state, and local regulations, including those related to information security and the handling of bio-hazardous materials.

Work Details
The Vendor shall provide comprehensive courier services, which include:
1. Transporting laboratory specimens to and from the TVHS Alvin C. York Medical Center in Murfreesboro, TN, and the Nashville VA Medical Center.
2. Ensuring compliance with ANSI/AAMI Standard 79, Department of Transportation (DOT) regulations, VHA Directive 1106, and TVHS Standard Operating Procedures.
3. Providing all necessary management, labor, equipment, vehicles, transportation, information security measures (HIPAA compliant), and insurance for the courier services.
4. Daily courier services will be conducted Monday through Friday (excluding federal holidays) for the pickup and delivery of lab specimen bags at designated locations including but not limited to:
- TVHS Alvin C. York VA Medical Center
- Athens VA Clinic
- Chattanooga VA Clinic
- Nashville VA Medical Center
- Various other CBOCs as specified in the Performance Work Statement (PWS).
5. Items must be secured at all times while in possession of the Vendor.

Period of Performance
The contract will consist of five ordering periods each lasting one year:
- Ordering Period 1: June 01, 2025 – May 31, 2026
- Ordering Period 2: June 01, 2026 – May 31, 2027
- Ordering Period 3: June 01, 2027 – May 31, 2028
- Ordering Period 4: June 01, 2028 – May 31, 2029
- Ordering Period 5: June 01, 2029 – May 31, 2030.

Place of Performance
The services will be performed at multiple locations including:
- Alvin C. York VA Medical Center, Murfreesboro, TN
- Nashville VA Medical Center
- Various Community Based Outpatient Clinics (CBOCs) located in cities such as Athens, Chattanooga, Clarksville, Dover and others within Tennessee.
