Background
The Department of Veterans Affairs is seeking to procure Lab Courier Services for the LTC Charles S. Kettles VA Medical Center located in Ann Arbor, Michigan. The goal of this contract is to facilitate the safe and timely transfer of lab specimens from various Community-Based Outpatient Clinics (CBOCs) to the main campus for testing, as well as to replenish specimen containers at each CBOC. This service is essential for maintaining efficient operations within the VA healthcare system.

Work Details
The contractor will provide all necessary vehicles, equipment, fuel, insurance, personnel, and services required for lab courier operations. Specific tasks include:
- Transfer of lab specimens from designated CBOCs to the Ann Arbor VA Medical Center and back-fill specimen containers at each location.
- Perform pick-ups and drop-offs according to a specified schedule:
- Toledo CBOC: 3 round-trips daily.
- Canton CBOC: 3 round-trips daily.
- Flint CBOC: 2 round-trips daily.
- Jackson CBOC: 2 round-trips daily.
- Adrian CBOC: 2 round-trips daily.
- Howell CBOC: 2 round-trips daily.
- Ensure that all vehicles are temperature-controlled (60°F - 78°F) during transport of specimens.
- Maintain a manifest for each pick-up/drop-off including signatures and details of the transaction.
- Return empty coolers and other equipment back to their respective CBOCs after deliveries.
- Adhere to safety protocols and ensure that no unauthorized personnel are present in delivery vehicles.

Period of Performance
The period of performance for this contract will begin on April 1, 2025, and end on March 31, 2026.

Place of Performance
The services will be performed primarily at the LTC Charles S. Kettles VA Medical Center located at 2215 Fuller Road, Ann Arbor, MI 48105, with additional pick-up locations at various Community-Based Outpatient Clinics in Ohio and Michigan.
