Description

Blood Courier for the New York Harbor VA Medical Center

Background
The Department of Veterans Affairs (VA) is issuing a solicitation for courier services to support the New York Harbor VA Medical Center. The mission of the VA is to provide high-quality healthcare services to veterans, and this contract aims to ensure timely and safe transportation of biological specimens, supplies, equipment, and pharmaceuticals between various healthcare facilities.

The goal is to enhance patient care by facilitating efficient logistics within the VA New York Harbor Healthcare System.

Work Details
The contractor shall provide transport of biological specimens, supplies, equipment, and pharmaceuticals. Transport will be routine on day shifts and as needed 24/7 between the New York Harbor Healthcare System’s three main facilities (Manhattan Campus, Brooklyn Campus, and St. Albans Campus) and its two Community-Based Outpatient Clinics (CBOCs) located in Staten Island and Harlem campuses, as well as NYU Langone Tisch Hospital.

The contractor must ensure pick-up within 45 minutes of service call acknowledgment with a minimum of one pick-up/delivery and a maximum of twenty-four scheduled per day. All transport containers will be provided by the Pathology and Laboratory Medicine Service (P&LMS) and must comply with applicable regulations for safe transport. The contractor is responsible for maintaining logs of all pick-ups and deliveries, ensuring drivers are trained in safe transport procedures, HIPAA compliance, and that vehicles protect items from weather exposure. The contractor must notify P&LMS within an hour of any delays affecting service delivery.

Period of Performance
The ordering period shall be 5 years beginning on the date of award.

Place of Performance
The contract will be performed at various locations including the Manhattan Campus, Brooklyn Campus, St. Albans Campus, Staten Island CBOC, Harlem CBOC, NYU Langone Tisch Hospital, James J. Peters VA Medical Center in Bronx NY, and East Orange VA Medical Center in East Orange NJ.
