Amendment Purpose: Provide Responses to Vendor Questions and Repost Vendor Registration Form. This amendment serves to provide responses to questions submitted in connection with the Department of Veterans Affairs (VA) Revenue Operations (RO) Consolidated Patient Account Center (CPAC) Industry Day scheduled for May 19, 2026. Purpose of Industry Day Industry Day will allow vendors to present capabilities in healthcare revenue cycle management, including advanced automation and AI solutions that improve operational efficiency, clinical workflow integration, and financial performance within the VA enterprise. Areas of interest include AI-enabled RCM, insurance verification, preauthorization, account follow-up and denials processes, Revenue Integrity tools, Charge Master development, Oracle/Cerner Millennium bolt on applications, and automation of RUR and SC/SA activities. Solutions should demonstrate measurable return on investment, ensure AI auditability, and integrate directly into VA workflows. Vendor Eligibility Requirements See the original Posting. A separate capability statement is acceptable with the Vendor Registration Form. Due to space limitations, each vendor team is limited to four (4) people. Ten (10) registered companies will be selected to present their capabilities to VHA personnel in breakout sessions limited to fifteen (15) minutes followed by fifteen (15) minutes of questions from VHA staff. ONLY the vendors selected to present shall be notified by email by 5:00PM Eastern Time, Friday, April 24, 2026. Prior to the event, all Industry Day presenters shall provide a copy of their presentation content to Jerry Battles via email at jerry.battles@va.gov no later than 5:00PM Eastern Time, Thursday, April 30, 2026. The Government does not request any proprietary information be submitted, nor shall it be liable, for any consequential damages for any proprietary information. Special Notice Industry Day Page 4 of 4 Page 1 of The Department of Veterans Affairs Revenue Operations (RO) Consolidated Patient Account Center (CPAC) intends to host an Industry Day on Tuesday, May 19, 2026. The purpose of Industry Day is to allow interested businesses to present their capabilities in healthcare revenue cycle management services and technologies that improve operational efficiency, clinical workflow integration, and financial outcomes across the VA enterprise. Areas of interest include leveraging AI to enhance Revenue Cycle Management (RCM), insurance verification, preauthorization processes, and the automation of patient account management activities such as account follow-up, denials management and reporting, Letters of Medical Necessity (LMN), and appeals. The VA is also seeking Revenue Integrity tools that improve provider and employee engagement and support more accurate and consistent financial practices. Additionally, the VA is interested in bolt-on applications for the Oracle/Cerner Millennium electronic health record (EHR) that can generate Healthcare Financial Management Association (HFMA) standardized reports, as well as customizable real-time and historical reporting. Charge Master enhancement and development options are also of interest. The VA further seeks solutions to automate and enhance Revenue Utilization Review (RUR) and Service Connected/Special Authority (SC/SA) processes. Proposed solutions should demonstrate capabilities across these areas and incorporate emergent and innovative revenue cycle technologies, with measurable financial and operational return on investment (ROI) such as denial reduction and revenue capture improvement. AI-enabled tools must emphasize auditability, explainability, and compliance with federal data governance requirements. Solutions should integrate directly within Oracle/Cerner Millennium workflows and avoid creating parallel systems of record and should be scalable across enterprise environments. VENDOR ELIGIBILITY REQUIREMENTS All applications to attend Industry Day will be reviewed to ensure the minimum experience requirements outlined below are met. The ten (10) vendors with the most relevant experience will be selected to participate. Required experience must include implementation of AI tools in large healthcare systems; medical and pharmacy billing within an EHR environment; insurance eligibility verification and capture; denials prediction and automation; non- Non-Medical Care Collections Fund (MCCF) capabilities (e.g., TRICARE cost-sharing and Other Health Insurance (OHI) out-of-pocket calculators); computer-assisted coding for inpatient and outpatient claims; health insurance payment methodologies; and proven experience managing high volumes of claims. Vendors must also demonstrate knowledge of national and regional payer requirements, EHR interface integration, and VHA billing and collection guidelines, laws, and directives. Vendors must incorporate AI governance elements, including bias mitigation controls, human-in-the-loop processes, and comprehensive model documentation. Experience within federal healthcare organizations or similarly regulated public-sector environments is required, along with security architectures aligned with FedRAMP or Federal Information Security Modernization Act (FISMA) where applicable. The company must be able to provide payer agreement and contract management software solutions and demonstrate functionality for managing contracts through review, approval, and final signature stages. A minimum of five (5) years of recent experience is required, along with a demonstrated record of measurable operational impact across the capabilities described above.
