MSPO MSPV Support Services - Clinical Product Tool

Background
The Department of Veterans Affairs (VA) is seeking to maintain continuity in the support services for the Clinical Product Tool (CPT), which is critical for the Medical Surgical Prime Vendor (MSPV) program. The incumbent contractor, who originally developed CPT, possesses unique knowledge and experience necessary for the effective transition of services to the VA Office of Information Technology (O&IT).

This justification emphasizes the importance of retaining the current contractor to avoid disruptions in service and ensure continued support for veteran care.

Work Details
The contractor will provide sustainment services for the CPT tool, which includes:
- Maintaining and supporting the CPT tool and overall program operations.
- Ensuring a thorough understanding of MSPV Statement Of Work, VHA logistics operations, and relevant Public Laws.
- Delivering seamless transition services to O&IT without extensive retraining or onboarding.
- Managing approximately 38,000 items in the MSPV Product List.
- Supporting functions essential to MSPV operations such as prime vendor oversight tools and facility core lists for over 1,300 locations nationwide.
- Preventing disruptions that could impair next-day delivery of medical supplies, thereby avoiding reliance on less efficient government purchase cards.

Period of Performance
The contract is designed for a one-year period consisting of a six-month base period followed by a six-month option period.

Place of Performance
The services will be performed nationwide across various locations serviced by the MSPV program.
