Each cohort will be followed for 20 years. The scope of this contract is to collect the data on nearly 50,000 Veteran participants and provide analysis that will provide useful demographics and trends relating to the targeted veteran customer within VR&E s Chapter 31 program. The Solicitation is set-aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Services to be performed under the contemplated contract will be within the North American Industry Classification System (NAICS) Code 541611 with a size standard of $24.5 Million. The Request for Quote (RFQ) will be issued electronically on Contract Opportunities at http://sam.gov. Only proposals submitted by SDVOSB vendors shall be accepted by the Government. Any proposal that is submitted by an Offeror that is not an SDVOSB shall not be considered for award. VAAR 852.219-73 is included in this solicitation and references the SBA certification database at https://veterans.certify.sba.gov/.
