Offers are being requested and a separate written solicitation will not be issued. Solicitation Number 36C24426Q0755 is issued as a Request for Quotation (RFQ) for Worship Pianist Services. This acquisition is set aside 100% for small business concerns in accordance with FAR 19.502-2(a). The applicable NAICS code is 711510 Independent Artists, Writers, and Performers (size standard: $9.0M). The Product/Service Code (PSC) is R499 Support: Professional Other. Only offerors who qualify as small businesses under NAICS 711510 are eligible for award. This solicitation incorporates provisions and clauses by reference. Any award resulting from this solicitation will be issued as a Purchase Order on Standard Form (SF) 1449 with a base year and four (4) option years, competed under Simplified Acquisition Threshold (SAT) procedures of FAR Part 13. Anticipated Period of Performance is September 1, 2026 August 31, 2031. PART I STATEMENT OF WORK (SOW) 1.1 Background The Department of Veterans Affairs (VA), Erie VA Medical Center, Chaplain Service requires a worship pianist to provide musical accompaniment and vocal support for Roman Catholic and Protestant worship services. All work is to be performed in accordance with applicable federal, state, and local regulations or ordinances. 1.2 Required Skills and Experience The contractor shall provide piano or keyboard accompaniment, and vocal support as requested, for Protestant and Roman Catholic Worship Services as directed by the Chaplain Service. The contractor shall have documented experience performing in a VA chapel setting or a religious congregation. The contractor shall demonstrate the ability to perform all hymns contained in the chapel hymnal with a high level of accuracy, and shall provide one piece of special music per service when requested by the officiating Chaplain. The contractor must be able to proficiently perform a prelude, hymns from the Catholic tradition and Protestant tradition, and a postlude. 1.3 Schedule of Services The contractor shall arrive at least fifteen (15) minutes before any scheduled service or special event and provide ten (10) minutes of appropriate prelude music coordinated with the officiating Chaplain. The contractor shall be available for two Sunday services when scheduled. Any schedule changes will be coordinated with the contractor in advance. The contractor shall notify the officiating Chaplain as soon as possible if unavailable for a regularly scheduled service. The contractor may designate a substitute; however, the contractor must personally perform at a minimum of 65% of all scheduled services the contractor is expected to attend. Special services will be announced as needed and coordinated with the contractor's schedule. 1.4 Training The contractor shall complete all VHA-mandatory training required of contractor personnel prior to performance and annually thereafter, including privacy training specified in Part II. PART II SECURITY, PRIVACY & RECORDS MANAGEMENT 2.1 Security Determination This contract does not involve VA Sensitive Information; a VA security clause is not required. 2.2 Privacy Training The contractor and all contractor employees assigned to this contract shall complete VA Privacy and Information Security Awareness Training and Rules of Behavior (VA20939) via the VA Talent Management System (TMS) prior to performance and annually during performance. If a contractor employee is unable to access TMS, they may alternatively read and sign "VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or the Use of VA Sensitive Information." 2.3 Records Management The contractor shall comply with all applicable records management laws and regulations, including but not limited to: the Federal Records Act (44 U.S.C. chs. 21, 29, 31, 33); NARA regulations at 36 CFR Chapter XII Subchapter B; the Privacy Act of 1974 (5 U.S.C. 552a); and the Freedom of Information Act (5 U.S.C. 552), as amended. Specific obligations: All data created for Government use and falling under Government legal control are Federal records subject to 44 U.S.C. chs. 21, 29, 31, and 33 (36 CFR 1222.32), FOIA, and the Privacy Act, and must be managed and scheduled for disposition only as permitted by statute or regulation. The contractor shall maintain all records created for Government use or created in the course of performing the contract in accordance with Federal law. Electronic records and associated metadata must be accompanied by sufficient technical documentation to permit understanding and use. Records may not be removed from VA legal custody or destroyed except per agency records schedules and with the written concurrence of the Head of the Contracting Activity. Willful and unlawful destruction, damage, or alienation of Federal records is subject to fines and penalties imposed by 18 U.S.C. 2701. Inadvertent or accidental removal, defacing, alteration, or destruction must be reported to VA. The agency will report promptly to NARA per 36 CFR 1230. The contractor shall immediately notify the Contracting Officer upon discovery of any inadvertent or unauthorized disclosure of VA information, data, documentary materials, records, or equipment. The contractor shall not remove material from Government facilities or systems without express written permission of the Head of the Contracting Activity. The contractor shall obtain Contracting Officer approval before engaging any subcontractor in support of this contract where such engagement requires disclosure of information, documentary material, or records generated under the contract. The contractor shall use Government IT equipment only for purposes authorized by this contract and in accordance with VA policy. The contractor shall not create or maintain records containing non-public VA information not specifically tied to or authorized by this contract. The contractor shall not retain, use, sell, or disseminate copies of any deliverable containing Privacy Act-protected information or information exempt from FOIA disclosure. All contractor employees who create, work with, or otherwise handle records shall complete VA-provided records management training per agency policy, including initial and annual refresher training. CLINs 0001, 1001, 2001, 3001 and 4001 unit price is a flat per-Sunday-date rate covering all Protestant services scheduled that date (whether one or two services occur). Offerors shall not submit separate rates for the 10:00 AM and 11:15 AM services. PART IV EVALUATION CRITERIA 52.212-2 EVALUATION COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES Quotes will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis, applying the source selection process at FAR 13.106-2 by analogy under simplified acquisition procedures (FAR Part 13). Factor 1 Technical Acceptability (Go/No-Go) Technical acceptability is evaluated on a Go/No-Go basis. An offeror must receive a rating of "Acceptable" on all three sub-factors below to be considered technically acceptable and advance to price evaluation. Failure to meet any sub-factor will result in a rating of "Unacceptable" and removal from competition. Sub-Factor 1A Documented Experience (Resume) The offeror shall submit a current resume or professional biography demonstrating relevant musical and performance experience. The Government will evaluate the nature, duration, and relevance of the experience described. At a minimum, the resume must address: Positions held as a worship pianist, accompanist, or similar role (title, organization, and approximate dates of service); Denominations or faith traditions served (Protestant, Roman Catholic, or both); Experience performing in a VA chapel setting, religious congregation, hospital, or similar institutional environment; and Any formal musical training or education, if applicable. The offeror's resume shall demonstrate the ability to perform the full required repertoire, including hymns from both the Protestant and Roman Catholic traditions per SOW 1.2. Experience limited to one tradition will not automatically render an offeror unacceptable, provided the resume or performance demonstration (Sub-Factor 1B) otherwise establishes the offeror's ability to perform hymns from both traditions as required. Sub-Factor 1A will be rated Acceptable or Unacceptable only; no comparative distinction will be made among offerors rated Acceptable. Sub-Factor 1B Demonstrated Performance Ability (Video Recording or Live Audition) The offeror shall demonstrate musical proficiency through one of the following methods, at the offeror's election: (Option 1 Video Recording) Submit a video recording, no more than fifteen (15) minutes in length, demonstrating the offeror's performance of the following: One (1) Protestant hymn (e.g., from a United Methodist, Baptist, or non-denominational hymnal); One (1) Roman Catholic hymn (e.g., from the Gather or Breaking Bread hymnal); One (1) prelude or postlude selection of the offeror's choosing; and Vocal accompaniment, if applicable. Video submissions shall be provided via a publicly accessible link (e.g., YouTube, Vimeo, Google Drive) included in the quote submission. The Government is not responsible for broken or inaccessible links. Offerors are encouraged to verify link accessibility prior to submission. (Option 2 Live Audition) Request a live audition at the Erie VA Medical Center, 2nd Floor Chapel. Auditions will be scheduled by the Government following the quote submission deadline and prior to award. Offerors selecting this option must confirm their availability for an audition within 5 business days of receiving Government notification. The Government reserves the right to request a live audition from any offeror, regardless of whether a video was submitted, if the video is insufficient to make a technical determination. Sub-Factor 1C References The offeror shall provide a minimum of two (2) and a maximum of three (3) professional references who can attest to the offeror's musical performance and reliability. References shall include, for each reference: Reference name and title; Organization name; Relationship to offeror (e.g., supervising Chaplain, Music Director, congregation leader); Phone number and email address; and Brief description of the context in which the reference observed the offeror's performance (denomination, setting, approximate timeframe). The Government reserves the right to contact references as part of the technical evaluation. References from family members will not be considered. References from current VA employees must comply with applicable ethics requirements and will be evaluated at the Government's discretion. Factor 2 Price The total evaluated price will be calculated by multiplying the offeror's quoted unit prices by the estimated quantities in Part III across all years (base + four options). Only technically acceptable quotes will be evaluated for price. Award will be made to the technically acceptable offeror offering the lowest total evaluated price. The Government may determine that an offer is unacceptable if option year prices are significantly unbalanced relative to the base year per FAR 15.404-1(g), as applied by analogy under simplified acquisition procedures. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept a quote whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
