R499 - Assistance with the Development, Implementation and Report Generation along with a Single Sign On External (SSOe) Function

Background
The War Related Illness and Injury Study Center (DC WRIISC) in Washington, DC, serves as a national post-deployment health resource for the Veterans Health Administration (VHA). The center aims to provide post-deployment health expertise to Veterans and their healthcare providers through clinical programs, education, risk communication, and research.

In response to emerging health threats faced by military personnel, the DC WRIISC has been tasked with establishing the Complex Exposure Threats Center (CETC). This new center will focus on evaluating environmental exposures affecting Veterans and developing healthcare solutions. A critical component of this mission is capturing military occupational exposures and related health concerns through the Veteran Military Occupational and Environmental Exposure Assessment Tool (VMOAT). The CETC seeks an experienced survey development company to assist in the tool's development, implementation, and reporting.

Work Details
The contractor will host an online survey platform for Veterans participating in the VMOAT. Key tasks include:
1. Hosting a secure online survey platform accessible outside of the VA firewall while ensuring data security.
2. Assisting in the design and development of the VMOAT.
3. Implementing Single Sign-On External (SSOe) authentication for secure access by authorized users.
4. Providing user provisioning through Just-In-Time (JIT) methods and automated SFTP/API setups.
5. Ensuring compliance with FedRAMP certification and maintaining authority to operate (ATO).
6. Developing an intuitive user interface for both respondents and administrators, including multilingual support if necessary.
7. Conducting usability testing to enhance user experience.

Period of Performance
Base Year: 09/30/2024 – 09/29/2025; Option Year 1: 09/30/2025 – 09/29/2026; Option Year 2: 09/30/2026 – 09/29/2027

Place of Performance
The services will be performed via existing virtual pathways using internally furnished VA equipment or through PIV-enabled access mechanisms such as virtual desktop or Citrix.
