Background. This contract directly relates to the Whole Health redesign initiative of the Veterans Health Administration (VHA). In an effort to improve health outcomes and life expectancy, and to lower costs, VHA is trying to empower Veterans to take charge of their healthcare. One of the components of this initiative is equipping Veterans with wellbeing programs for skill building and support; proactive, integrative health approaches such as stress reduction, yoga, tai chi, mindfulness, nutrition, acupuncture, health coaching; not diagnosis or disease based . The Gerofit program at the VA Maryland Health Care System (VAMHCS) Geriatric Research Education Clinical Center (GRECC) is a health promotion and exercise program for older Veterans that has documented individuals in the program function physically better than they did upon entry, substantially reducing their risk of institutionalization. The VAMHCS Gerofit program already offers Yoga and Tai Chi classes as well as nutritional counseling. 4. Scope. A previous contract established yoga opportunities for one hour, once a week for Veterans enrolled in the Gerofit program at the Annex building, and one hour, once a week, for Veterans enrolled in the Gerofit program at the Loch Raven Robotics building for 46 weeks. Despite their relative close proximity (under 5 miles) the participants in the Annex and Loch Raven Gerofit programs rarely visit the other facility to participate. The yoga classes were well received by Veterans at both sites and average 10 participants a class. At the request of Jamie Giffuni, Gerofit Program Manager, this is an extension of previous arrangements. As long as the COVID-19 pandemic caps the census at each gym at 5 the classes will need to be provided virtually, after the restriction is lifted in-person classes can resume. 5. Specific Tasks. The vendor will be tasked with the following: 5.1 Develop Yoga Classes for the Gerofit Program In consultation with Gerofit Program Manager the vendor will develop yoga classes for older Veterans enrolled in the Gerofit program. Gerofit participants are over 65 years old and have multiple chronic health conditions, these considerations must be factored into the level of difficulty in the yoga that is offered. Deliverables: Yoga classes designed for older Veterans with multiple medical conditions. 5.2 Deliver Yoga Classes In coordination with Gerofit staff, the classes designed in Task 5.1 will be delivered virtually as long as COVID-19 restrictions are in place, after the restrictions are lifted in-person classes will occur at two locations, the Annex building and Building 7 at the Loch Raven campus, once a week for one hour a piece. Deliverables: One hour yoga classes in two locations once a week. 6. Performance Monitoring The Gerofit Program Manager will monitor and assess performance on an ongoing basis to ensure the classes beneficial to the participants who partake. 7. Security Requirements All work will take place online, or in the group rooms of the Annex and Loch Raven Robotics building 7. The vendor will be current on all on the required VA safety and security trainings at all times. The C&A requirements do not apply, and that a Security Accreditation Package is not required: and proceed to the next question. 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Yoga mats. 9. Other Pertinent Information or Special Considerations. a. Required Knowledge, Skills, and Abilities. The complexity of work to be performed under this contract is such that it requires training in yoga instruction. Successfully executing these tasks requires skill in developing and executing yoga classes for special populations, and monitoring participation for safety. b. Identification of Possible Follow-on Work: Based on the results of the work under this contract, it is possible that the number of classes may be modified or expanded. This is because how yoga classes will be received by Gerofit participants is unknown; therefore it is possible that changes may be required in this contract. Should such a need arise, the COR will submit a modification request. c. Identification of Potential Conflicts of Interest (COI). No COI exists. d. Identification of Non-Disclosure Requirements: There are no non-disclosure requirements. e. Inspection and Acceptance Criteria. The Gerofit Program Manager will inspect the Contractor s work on an ongoing basis and based on her recommendations only the work that matches the Whole Health goals of the Gerofit program will be accepted. f. CSCA: Ensure that a Contractor Security Control Assessment (CSCA) is completed within 30 days of contract approval and yearly on the renewal date of the contract. Ensure that the CSCA is sent to the ISO and the OCS Certification Program Office for review to ensure that appropriate security controls are being implemented in service contracts. Ensure a copy of the CSCA is maintained in the Security Management and Reporting Tool (SMART) database. COTR will provide a copy of the completed CSCA to ISO 10. Risk Control There are no risks associated with this contract that go beyond standard physical activity safety practices. Vendor will be notified of all aspects of safe conduct of physical activity interventions, and re-trained annually or as required by the VA Talent Management System. All training certificates will be kept on file, and the Contractor s required trainings will be continuously monitored by the Gerofit Program Manager. Include the appropriate risk designation of the contractors based on the PDAT determination. Incorporate the security clause (Appendix B) into the contract involved and the appropriate security/privacy language outlined in Appendix C into the solicitation. Determine if protected health information is disclosed or accessed and if a BAA is required. 11. The period of performance is 13 months, 1/01/2021 12/31/2021, with 2 additional option years, making the total period of performance 36 months. 13. Delivery Schedule. The vendor will deliver the results on an ongoing basis throughout the duration of this contract.
