The Government is requesting industry feedback on the enclosed DRAFT Transition Assistance Program (TAP) Performance Work Statement (PWS) clarity, completeness, and feasibility to include any potential challenges or oversights. This work is currently being performed under contract GS02Q16DCR0040 36C10X20F0060 by Calibre Systems, Inc. All feedback should be sent to Rebecca Ubert at rebecca.ubert@va.gov and Roxana Cepeda at roxana.cepeda@va.gov. No attachments are being provided at this time. All responses are requested no later than 12:00 EST on 24 January 2025. DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Background
The Department of Veterans Affairs (VA) is seeking industry feedback on the DRAFT Transition Assistance Program (TAP) Performance Work Statement (PWS). TAP aims to assist approximately 200,000 Service members transitioning from military to civilian life each year by providing necessary tools and information. This program is mandated by Congress and involves collaboration with various federal agencies, including the Department of Defense (DoD) and the Department of Labor (DOL).

The goal of this contract is to ensure that Service members are career-ready upon separation, retirement, or release from active duty.

Work Details
The contractor will provide support services for TAP, which includes:
1. Program Management and Administration: Develop a Project Management Plan (PMP), staffing plan, in-processing plan, training plan, operational deployment plan, curriculum development plan, communication plan, risk assessment and mitigation plan, and quality control plan.
2. TAP Program Execution: Provide onsite support through VA Benefits Advisors at military installations to assist transitioning Service members with VA benefits and services.
3. Curriculum Development: Create and revise training materials for various delivery modalities including face-to-face instruction and online training. This includes developing the VA Benefits and Services curriculum, Women's Health Transition Training curriculum, Military Life Cycle curriculum, New Hire Training curriculum, and BA Refresher Training curriculum.
4. Strategic Planning: Support TAP strategic planning efforts by tracking progress towards goals and identifying barriers to success.
5. Data Analysis: Conduct data analysis using various sources to inform TAP adjustments and improvements.

Period of Performance
The contract will have a base period of one year with four optional periods of twelve months each, totaling a maximum of 60 months.

Place of Performance
The work will be performed at the VBA Central Office in Washington, DC; at any VA facility within the District of Columbia; contractor facilities offsite; and DoD installations worldwide.
