Background
The Department of Veterans Affairs requires unarmed, uniformed security guard services at the Fairbanks Community-Based Outpatient Clinic (CBOC) in Fairbanks, Alaska to ensure the safety and security of VA personnel, patients, and property.

Work Details
Tasks include: furnish all personnel, equipment, and supplies to provide unarmed, uniformed security guard services; station and patrol one guard 45 hours per week (Monday–Friday, 7:30 am–4:30 pm, excluding federal holidays) at the exterior leased property and parking lot of the Fairbanks CBOC.

Provide supervisor or dispatch office oversight with scheduled and unscheduled quality assurance reviews and manage timekeeping, contract administration, and the immediate correction of performance issues or provision of replacements.

Complete VHA onboarding requirements, including fingerprinting, Tier 1 background investigations (Special Agreement Check and NACI), and obtain State of Alaska Security Guard licenses.

Submit required deliverables, including supervisor and contract administrator contact information, guard licenses, standard operating procedures, daily operation logs, monthly reports, and quality control plan receipts.

Administer guard incentive pay and onboarding cost reimbursements per the Performance Work Statement and meet defined performance metrics and remedies monitored through CPARS and QASP.

Place of Performance
Fairbanks Community-Based Outpatient Clinic, 2555 Phillips Field Road, Fairbanks, Alaska 99709 (exterior leased property including the parking lot).

Bidder Requirements
Service Disabled Veteran Owned Small Business Set-Aside (SDVOSBC). Submit a signed VAAR 852.219-75 certification and items 1-4 per E.2.

Complete VHA contractor onboarding within 5 business days, including fingerprinting at Anchorage VAMC PIV enrollment station and Tier 1 background checks (Special Agreement Check and NACI) prior to start.

Obtain a State of Alaska Department of Public Safety Security Guard license (initial and rehires within 90 days) or secure an interim affidavit.

Supply guards with a minimum of one year of security guard experience working with veterans and individuals with cognitive, mental health, or substance abuse issues.

Designate a supervisor with the same minimum qualifications and provide supervisor and contract administrator contact information within specified deliverable deadlines.
