Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Interstitial Maintenance and Cleaning Services to maintain the asbestos-containing environment of the interstitial spaces at the VA San Diego Healthcare System. The goal is to ensure compliance with California Asbestos Abatement Requirements and to provide a safe environment for both patients and staff. The contractor must be a certified asbestos contractor, adhering to all relevant regulations and standards.

Work Details
The contractor shall perform the following tasks:

1. Monthly HEPA vacuuming and damp mopping of interstitial catwalks and mechanical/electrical rooms in Building 1.

2. Removal of all asbestos-containing materials (ACM) and debris from catwalk systems.

3. Repair and upkeep of damaged encasements within three feet of catwalks, documenting repairs with photos.

4. Weekly cleaning of clean rooms, maintaining them free from damage and debris.

5. Bi-weekly cleaning of elevator P-3 surfaces.

6. Procurement of necessary parts upon request, with documentation provided with invoices.

7. Maintenance of fire/smoke barrier penetrations, ensuring compliance with manufacturer specifications.

8. Provision of a liaison during working hours to facilitate communication between contractors and the Contracting Officer Representative (COR).

9. Annual supply of two mobile containment systems for inspections and emergency responses.

Period of Performance
Base period from October 1, 2025, to September 30, 2026, with four option years extending through September 30, 2030.
