Background
The Department of Veterans Affairs (VA) is seeking to procure Energy Assessment services under an Indefinite Delivery Indefinite Quantity (IDIQ) type contract for VHA facilities nationwide. The purpose of the contract is to obtain technical, analytical, and strategic support to perform an Energy Assessment (EA) Analysis for VHA facilities executed in Veterans Integrated Services Networks (VISN) nationwide. The scope of this IDIQ will be for EAs at any VHA facility. This will be a single-award IDIQ contract set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

Work Details
The contractor is required to provide subject matter expertise and all necessary resources to accomplish the deliverables described in the task order Performance Work Statements. This includes evaluating sites’ benchmark in energy and water consumption, recommending revisions to facility current energy and water consumption, and developing ECM investment initiatives for moving the VA from its verified baseline to an improved energy and water efficiency standard. The contractor will also assist in identifying and analyzing Energy and Water Conservation Measures (ECMs) for potential investment in VA Medical Centers located Nationwide. The Energy Assessment reports shall include components such as executive summary, overall assessment of benchmarking and energy performance, table of recommended measures with savings and benefits, background/introduction received at installation designated for receipt of offers.

Period of Performance
The contract will have an ordering period of four years from award.
