Development of LOTO Procedures, Identification and Tagging

Background
The VA New Jersey Health Care System, located at 385 Tremont Avenue East Orange, New Jersey 07018 and 151 Knollcroft Avenue Lyons, New Jersey 07939 is seeking to establish a Fixed-Firm Price contract for the Development of Lockout/Tagout Procedures. An internal audit was conducted by the VANJHCS Safety Office reviewing OSHA Regulation 1910.147 and VANJHCS guidelines for the Control of Hazardous Energy Sources: Lock-Out/Tag-Out (LOTO) program. Significant deficiencies in the current program have been discovered and require urgent correction to prevent staff workplace injury, eliminate death risks and immediately comply with OSHA Regulation 1910.147.

Work Details
The contractor shall provide program management, subject matter experts, and engineering support to successfully provide VA New Jersey Health Care System (VANJHCS), on-site field survey consisting of identifying and creating an inventory for all electrical, mechanical, hydraulic, pneumatic, and thermal equipment subject to Type 1 (Equipment or machines with up to 6 energy sources), Type 2 (Equipment or machines with 7 to 13 energy sources), and Type 3 (Equipment or machines with 14 to 20 energy sources) Lockout/Tagout (LOTO) procedures as determined by Federal OSHA Regulation 1910.147 and VANJHCS guidelines.

The Contractor shall provide all personnel, materials, tools, labor, and transportation necessary to complete the work and training identified in this Statement of Work (SOW). Contractor shall execute the development, authoring, and installation of Type 1, Type 2, or Type 3 visual LOTO procedures for 400 pieces of equipment. Services shall be executed throughout all VA New Jersey Health Care Systems buildings at both East Orange and Lyons campus locations.

The period of performance for this service contract is 180 days.
