Background
The Department of Veterans Affairs (VA) is seeking to procure Construction Program Management and Related Services (CPMRS) to support its operations, renovations, and new construction requirements.

The goal of this contract is to provide consultative support services that encompass various phases of construction projects, ensuring compliance with applicable codes and standards while enhancing the quality and efficiency of the VA's construction programs.

Work Details
The contractor will provide a broad range of professional and technical consultative assistance related to operations, renovation, and new construction programs. This includes:
1. Pre-design phase services such as assisting in project scope preparation, identifying repair needs, developing cost estimates, and creating management plans.
2. Design phase services including design reviews for compliance with project scope and budget, providing input on constructability, and ensuring adherence to government standards.
3. Procurement phase services that involve assisting in the selection of contractors and managing procurement processes.
4. Construction phase services which include oversight of construction activities, quality assurance inspections, and monitoring project schedules.
5. Claims service for managing disputes or claims arising during the project lifecycle.
6. Administration services for overall contract management and reporting.
7. Technical specialty services as required by specific projects.

Period of Performance
The period of performance for this contract is from February 1, 2026, to January 31, 2027, with four (4) option years available.

Place of Performance
The primary location for performance will be at the Charles George VA Medical Center in Asheville, North Carolina.
