Background
The Department of Veterans Affairs (VA) is seeking to enhance safety protocols through the audit and update of Lock Out Tag Out (LOTO) documents at the San Diego VA Healthcare System. The goal of this contract is to ensure compliance with safety regulations and improve operational efficiency by providing necessary documentation for equipment maintenance.
This initiative is part of the VA's commitment to maintaining a safe working environment for its personnel and patients.

Work Details
The contractor will perform the following tasks:
1. Write LOTO procedure documents for 150 pieces of equipment that currently lack such documentation, adhering to the existing template used by the VA San Diego.
2. Assess existing LOTO documents in the Power Plant Control Room for necessary updates.
3. Conduct an audit of the LOTO program specifically for the maintenance Machine Shop and Paint Shop located in Building 1, creating new LOTO procedures as needed.
4. Produce physical copies of all new LOTO documents and install them in the Power Plant’s LOTO binder, ensuring a secondary set is printed, laminated, and installed on relevant equipment as per OSHA standards.
5. Ensure compliance with all applicable Federal, State, and VA safety regulations during execution of these tasks.

Period of Performance
The contract will be performed from September 25, 2024, to January 25, 2025.

Place of Performance
The work will be conducted at the San Diego VA Healthcare System located at 3350 La Jolla Village Dr, San Diego, CA 92161.
