Background
The Department of Veterans Affairs (VA), specifically the Veterans Health Administration (VHA) Office of Health Informatics, is seeking a contractor to assist in the recruitment of Participants, including Employees/Staff, Veterans, Caregivers or Delegates, and Survivors. The goal of this contract is to gather substantive feedback from these Participants regarding their experiences with existing VA services and new products being developed or acquired by the VA and its partners. The contractor will be responsible for sourcing and recruiting study Participants that meet specific government screening criteria.

Work Details
The contractor shall perform the following tasks:
1. Source and recruit study Participants that align with government-specific screening criteria.
2. Ensure all Participants meet inclusion and exclusion criteria as defined by the VA.
3. Conduct screening, recruiting, scheduling, technological assistance, note-taking, validation, and Participant reimbursement activities.
4. Actively organize virtual studies and capture written notes and audio recordings during these studies.
5. Provide access to web conferencing software and technology troubleshooting support for Veterans participating in studies.
6. Generate honorarium and travel reimbursement payments to study participants promptly.

Period of Performance
The period of performance is anticipated to be five years from the date of award, with four one-year performance-based option years.

Place of Performance
The contract will be performed at various locations as determined by the needs of the studies conducted by the VA.
