Description

The Department of Veterans Affairs Network Contracting Office (NCO) 19, Rocky Mountain Acquisition Center (RMAC) is issuing this source sought notice as a means of conducting market research to identify parties having an interest in, and the resources to support this requirement for Research Lab Animal Veterinary Services. This is for the Rocky Mountain Regional Veterans Affairs Medical Center, located at 1700 N. Wheeling Street, Aurora, CO 80045. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541940 - Small animal veterinary services. The purpose of this statement of work is to obtain qualified veterinary medical services for the VA Eastern Colorado Healthcare System (ECHCS) Medical Research Animal Care and Use Program. VA must ensure that animal research is conducted in environments where proper facilities, professional staffing, and administrative support foster the highest standards of animal care and use. Due to studies being conducted on laboratory animals, a clinical veterinarian with experience in laboratory animal medicine and research is required. Laboratory animal medicine is a recognized specialty within veterinary medicine that requires special training and experience. The basic principles governing animal research in the VA are found in the United States (U.S.) Government Principles for the Utilization and Care of Vertebrate Animals Used in Testing, Research, and Training (The Guide) as well as VHA Handbook 1200.07 Use of Animals in Research . BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Background
