The purpose of this statement of work is to obtain qualified veterinary medical services for the VA Eastern Colorado Healthcare System (ECHCS) Medical Research Animal Care and Use Program. VA must ensure that animal research is conducted in environments where proper facilities, professional staffing, and administrative support foster the highest standards of animal care and use. Due to studies being conducted on laboratory animals, a clinical veterinarian with experience in laboratory animal medicine and research is required. Laboratory animal medicine is a recognized specialty within veterinary medicine that requires special training and experience. The basic principles governing animal research in the VA are found in the United States (U.S.) Government Principles for the Utilization and Care of Vertebrate Animals Used in Testing, Research, and Training (The Guide) as well as VHA Handbook 1200.07 Use of Animals in Research .
