Description

VISN 1 Critical Utility Management Plan
Background
The Department of Veterans Affairs (VA) is issuing a contract for the development of Critical Utility Management Plans across eleven facilities within the VISN 1 network. The goal of this contract is to enhance operational efficiency and ensure patient care by managing critical utilities effectively. The contractor will create detailed plans that inventory utility equipment, assess risks, and outline maintenance procedures, thereby supporting the VA's mission to provide high-quality healthcare services.

Work Details
The contractor shall create a Critical Utility Management Plan for each of the eleven facilities distributed among eight VISN 1 stations. The tasks include:

1. Creating an accurate inventory of utilities and utility equipment at each site.
2. Determining which utilities are critical to patient care and operations.
3. Assessing and documenting the risk of failure for each utility item and providing contingency plans as necessary.
4. Providing a schedule and procedures for preventative maintenance and critical testing of each utility item.

The contractor is required to verify all information against a recent Lock Out Tag Out (LOTO) inventory provided by the VA upon award. Additionally, the contractor must deliver individual plans that include two bound printed copies, one CD copy, and one digital copy via a VA-accessible SharePoint or similar platform.

Period of Performance
The contract period will commence upon award and will be defined in terms of specific milestones related to the completion of the Critical Utility Management Plans for each facility.

Place of Performance
The work will be performed at various locations across VISN 1 facilities including sites in Massachusetts, Connecticut, Maine, New Hampshire, Vermont, Rhode Island.
