Description

In the U.S. Department of Veterans Affairs (VA) Fiscal Year 2018 2024 Strategic Plan, preventing Veteran suicide is identified as the highest clinical priority. The VA National Strategy for Preventing Suicide (2018 2028) and the White House Plan for Reducing Military and Veteran Suicide (release on November 2, 2021) provide additional guidance for implementation of a public health approach to end suicide.

The Department of Veterans Affairs (VA) intends on issuing a competitive solicitation for the procurement of support services to assist VA in reducing and preventing suicide within the military and veteran populations through an evidence-based approach to integrated care models that address medical, behavioral, and social health. This support will result in an environmental study that details a careful analysis of the internal and external environment of VHA in order to detect opportunities, threats, trends, important lessons, and weaknesses which can impact the current and future strategies of the organization's mission to reduce Military and Veteran Suicide.

The period of performance for this procurement will be 30 months from date of contract award.

This procurement will be a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside as defined in FAR 19.14.

Please see the attached draft solicitation. Any questions regarding this procurement shall be submitted in writing to the Contract Specialist and Contracting Officer using Attachment A - Fact Finding Question form. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via SAM.gov, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
