Request for Quote: 36C25624Q1468 1.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, in conjunction with FAR Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Requirement is being evaluated under the procedures of FAR Part 13. As such, in accordance with FAR 13.106-2(b)(3), the quotes will undergo a comparative analysis evaluation to determine which vendor provides the best value to the government in terms of technical capability and past performance, while also providing a competitive price. 2. The combined synopsis/solicitation number is 36C25624Q1468. It is issued as a Request for Quote (RFQ). The Government anticipates awarding one Firm-Fixed Price (FFP) contract resulting from this solicitation. 3. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-06 (eff. 08/29/2024), VAAR Update 2024-10 (eff. 04/09/2024) 4. This requirement is a total small business set-aside. The North American Industry Classification System number is 541611 with a size standard of $24.5M 5. Place of Performance: Michael E. DeBakey VA Medical Center, 2002 Holcombe BLVD, Houston, TX 77030 6. Period of Performance: The period of performance shall be a base period Estimated for Date of Award through September 30, 2025. 9. Background
This solicitation is issued by the Department of Veterans Affairs for the Michael E. DeBakey VA Medical Center, located in Houston, TX. The goal of this contract is to provide Magnet Consultant Services to support the facility's journey towards achieving Magnet designation, which recognizes healthcare organizations for quality patient care, nursing excellence, and innovations in professional nursing practice.

Work Details
The contractor shall provide all personnel and services necessary for Magnet Consultant Services, including but not limited to: conducting an onsite Magnet Readiness Assessment; providing leadership coaching and mentoring; reviewing the Magnet document and offering feedback; conducting workshops on successful Magnet writing; providing data analysis support; facilitating one-on-one sessions; meeting with leadership monthly; coaching on the VHA Strategic Plan for Nursing Excellence; preparing for mock site visits by ANCC appraisers; and supporting the preparation of Magnet documents for submission into the ANCC platform.

The contractor must demonstrate experience in interpreting Magnet accreditation requirements and have a minimum of five years as a Magnet reviewer or coach.
