This intent to sole source announcement is posted in accordance with FAR 5.2 - Synopses of Proposed Contract Actions. Objective The objective of this requirement is for a new, follow-on contract for the department of veterans affairs (VA), national radiation oncology program (NROP) to sustain and enhance support for the health information gateway and exchange (HINGE) platform, cybersecurity/authority to operate (ATO) support, community care dashboard development and expansion, therapeutic medical physics services for radiotherapy incident reporting and analysis system (RIRAS), ongoing professional practice evaluations (OPPE) data management and user support, retrospective clinical data extraction from clinical notes and implementation of hinge templates. The national radiation oncology program intends for this requirement to be purchased in accordance with far 6.302-1 only one responsible source will satisfy the agency requirements. Unique Qualifications The continued development and sustainment of the highly-specialized Health Information Gateway and Exchange (HINGE) platform, Cybersecurity/Authority to Operate (ATO) support, community care dashboard development and expansion, therapeutic medical physics services for Radiotherapy Incident Reporting and Analysis System (RIRAS), Ongoing Professional Practice Evaluations (OPPE) data management and user support, retrospective clinical data extraction from clinical notes and implementation of HINGE templates, community care portal, and RIRAS systems require sole source award or otherwise will incur substantial duplication of cost to the VA that is not expected to be recovered through competition and would lead to substantial and unacceptable delays and gaps in fulfilling VA quality and safety requirements. Previous market research was conducted in 2024 to identify sources with sufficient subject matter expertise in radiation oncology, therapeutic medical physics, and quality and safety systems to meet NROP needs. It was determined that no radiation oncology or other vendors, including the providers of the main radiation oncology platforms, possessed the capabilities to meet the breadth of VA-specific needs. Moreover, the work required has numerous internal dependencies and is non-severable, therefore requiring a unique confluence of technical and subject matter expertise. The incumbent has successfully managed the services, including development and implementation, specifically for Veterans Health Administration (VHA) Radiation Oncology for more than ten (10) years. The foundational platforms and infrastructure were created in partnership with VA under prior contracts, including but not limited to HINGE and RIRAS and the community care portal. The aggregated domain and platform-specific capabilities honed over this time are substantial to the NROPs mission success These platforms are currently used across the NROP sites and VA more broadly. Award information The incumbent contractor shall be provided with the opportunity to present a quote that shall be accepted as a firm fixed price agreement at the lowest price technically acceptable (LPTA). The Government anticipates the Independent Cost Estimate shall be developed and comparable with the current Contract No. 36C24524C0089 to justify fair and reasonable pricing. The period of performance shall be for one base year period, not to exceed 12-months.
