Background
The Department of Veterans Affairs (VA), Office of Performance Measurement (API-PM) within the Office of Analytics and Performance Improvement, requires contract support for the External Peer Review Program (EPRP) VII.

The mission of API-PM is to measure and monitor care, identify opportunities for improvement, and ensure high-quality care for Veterans. The EPRP aims to operate a system of external review of medical records and transition to electronic measurement to assess the quality of both inpatient and outpatient care across the Veterans Health Administration (VHA). This program is essential for ensuring evidence-based care that meets or exceeds standards while supporting transparency in VHA's public reporting initiatives.

Work Details
The contractor will perform the following tasks:
1. Operate a system of external review of medical records using electronic health record systems;
2. Collaborate with VHA subject matter experts to develop, test, validate, maintain, and oversee new measures;
3. Transform VHA data collection from abstraction to extraction;
4. Conduct sampling and weighting using VHA data sources;
5. Design and conduct an annual summary report detailing program strengths, weaknesses, and improvements;
6. Develop training programs/materials in collaboration with API-PM staff;
7. Work on electronic quality measures (eQM) development;
8. Validate measure accuracy during EHR transitions;
9. Provide detailed validation reports at the measure level;
10. Ensure compliance with security requirements as outlined in various federal regulations.

Place of Performance
Tasks will be performed at the contractor's facility or other locations approved by the VA.
