Office of Capital Asset Management (OCAMS) Activation Program Support Services   3

Background
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity – Central (PCAC) is issuing this Request for Quotation (RFQ) to solicit vendors for the purpose of entering into a contract. This acquisition is being conducted under the procedures in Parts 12, 13, and 37. The contract will be awarded as firm fixed price and is set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB).

The goal of this contract is to provide Activation Program Support Services for the Office of Capital Asset Management Services (OCAMS).

Work Details
The contractor shall provide all resources necessary to accomplish the deliverables described in the Performance Work Statement (PWS). Key tasks include:

1. Providing an initial update in early fiscal year quarter 1 to previous estimates and historical activation funding executed per project.
2. Delivering a mid-year update to assist VHA in providing accurate data for funding requests, validating that initial updates remain accurate based on midyear project changes.
3. Developing reports using SharePoint data and other sources when necessary, updating project changes to estimates, and creating presentations as needed by project or VHA.
4. Offering ongoing support to OCAMS and VISNs in maintaining and updating database information to support effective activation funding processes.
5. Implementing changes to site data as necessary, with documentation on how these changes can be replicated by VHA Activation Program staff.

Period of Performance
The period of performance includes a base period starting from September 25, 2024, with options extending up to five years total including all option periods.

Place of Performance
The services will primarily be performed at the Department of Veterans Affairs locations as required.
