The purpose of this solicitation amendment is to answer questions from industry, add a clause to the contract, and to provide an updated Performance Work Statement. Questions and Answers: Is there an incumbent, or is this a new solicitation? This is a new solicitation, there is no incumbent currently performing. Section 9 in the solicitation references a Quality Control Plan. Do you expect our submission to include our Quality Control Plan? The items required for submission are indicated in the Quote Preparation Instructions area of the solicitation. The vendor shall have an internal Quality Control Plan to be reviewed by the Station POC prior to performance. The section on the QASP (Section 9) references a variety of sections that don't exist in the solicitation. Are those references to a PWS that will be signed at a later date? Please see updated PWS attached. The QASP section (top of page 6) also references a "check in process upon arrival at all designated locations." As this is a virtual program, what is this referring to? Please see updated PWS attached. CLAUSE FAR 52.222-49 SERVICE CONTRACT LABOR STANDARDS PLACE OF PERFORMANCE UNKNOWN is hereby incorporated into this contract. Any requirements that are performed remotely (Web, Live, or Pre-Recorded) shall utilize Wage Determinations based upon where the vendor s employee is performing the work. Wage determination information can be found at SAM.gov. Please see attached Performance Work Statement (Updated 9/18/24).

Background
The Network Contracting Office (NCO-10) is issuing this solicitation for Virtual Wellness and Fitness services to support the Employee Whole Health Program at the Dayton VA Medical Center. This initiative aims to enhance health support and training for employees, including those teleworking, at Community Based Outpatient Clinics, and off-tour employees.

The goal is to address gaps in wellness services and expand self-care options for Veterans and employees, aligning with the Veteran Health Administration's directives.

Work Details
The contractor will provide a comprehensive virtual platform for fitness, nutrition, and mindfulness education. Services include:
1. Offering at least 8 virtual classes per day from Monday to Friday and at least 4 classes on Saturday and Sunday.
2. Classes must cover various disciplines such as kickboxing, HIIT, cycle, yoga, tai chi, meditation/mindfulness, qi gong, barre, etc.
3. Ensuring consistent functioning of all virtual content and customizable features.
4. Providing marketing materials for promotion within the Dayton VA.
5. Conducting a 'kick-off' meeting to discuss technical aspects and promotional campaigns.
6. Monthly campaign promotions and toolkits for various programs.
7. Monthly reporting on participant usage trends and an annual program review meeting.

Period of Performance
Base Period: September 30, 2024 – September 29, 2025; Option Period I: September 30, 2025 – September 29, 2026; Option Period II: September 30, 2026 – September 29, 2027.

Place of Performance
Services can be accessed virtually from anywhere with internet connectivity.
