Background
The Water Infrastructure Finance and Innovation Act (WIFIA) Legal Advisory Services contract is being solicited under full and open competition for NAICS Code 541110 (Offices of Lawyers). The contract will involve approximately six (6) Indefinite-Delivery / Indefinite-Quantity (ID/IQ) contracts with firm-fixed-price (FFP) and time-and-materials (T&M) task orders. The estimated award date is approximately 7/15/2022, and all offerors are required to certify that their pricing is valid through 9/30/2022 in their proposals. Questions regarding the RFP should be directed to the Contract Specialist, Brad Heath, via FedConnect per the instructions identified in 'LOCAL CLAUSES EPA-L-15-102 TECHNICAL QUESTIONS'. All questions must be submitted by 12:00 PM Eastern Daylight Time on Monday, May 23, 2022.

Work Details
The contract will involve providing Water Infrastructure Finance and Innovation Act (WIFIA) Legal Advisory Services as detailed in the attached Performance Work Statement (PWS). The services will be ordered through the issuance of task orders. The contract will include a five (5) year ordering period and one (1) additional year for task order completion. The contractor is required to sign the document and return copies to the issuing office. Additionally, the contractor shall assign key personnel to the contract, provide training to its personnel to keep them abreast of changes related to the contract's requirements, and ensure that its personnel receive appropriate safety, health, and environmental training as required by Federal, state, and local regulations.

Period of Performance
The period of performance for this contract shall be from the award date through five (5) years exclusive of all required reports.
