This pre-solicitation notice is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request for quotation. The Department of Energy (DOE) National Energy Technology Laboratory (NETL) has a requirement for Technical Consulting and Facilitation Services for the Weatherization Assistance Program. DOE NETL intends to issue a competitive solicitation as a 100% small businesses set-aside restricted to General Services Administration (GSA), Federal Supply Schedule (FSS), Special Identification Number (SIN) 874-1 Mission Oriented Business Integrated Services (MOBIS) Consulting Services, and 874-2 MOBIS Facilitation Services schedule holders to support the Weatherization Assistance Program. The North American Industrial Classification System (NAICS) code for this effort is 541611 with a size standard of $7.0 million. The resulting GSA Task Order will provide services to the DOE NETL Morgantown. The period of performance anticipated for this requirement is a base period from 10/01/2011 ? 09/30/2013, with one, one-year option period from 10/01/2013 ? 09/30/2014.
