Tip Legal Blanket Purchase Agreement

Background
The U.S. Department of Energy (DOE), through the Western Area Power Administration (WAPA), is issuing a Blanket Purchase Agreement (BPA) for External Program Legal Counsel services related to the Transmission Infrastructure Program (TIP).

The goal of this contract is to provide legal support and counsel for various projects under the TIP, ensuring compliance with applicable laws and regulations while supporting the agency's mission to deliver reliable and affordable electricity.

Work Details
The contractor will provide legal services as outlined in Attachment A - Statement of Work. Key tasks include:
1. Legal counsel for transmission infrastructure projects.
2. Participation in BPA kick-off meetings via Microsoft Teams post-award.
3. Completion of required documentation including labor rate pricing spreadsheets and subcontracting plans at the call order level.
4. Submission of an Organizational Conflict of Interest (OCI) statement and mitigation plan at the call order level.
5. Preparation and submission of reports as specified in other clauses of the contract.
6. Compliance with all applicable laws, regulations, and DOE requirements, including providing a legal management plan for contracts over $100,000.

Period of Performance
The period of performance for this BPA will be from December 2024 through December 2029, including one base year and four one-year option years.

Place of Performance
Services will be performed primarily at locations specified in individual call orders issued under the BPA.
