Background
The United States Geological Survey (USGS) is seeking qualified firms capable of performing Landsat Operations Support Services. The USGS's mission includes providing reliable scientific information about the Earth, its natural resources, and the environment. This contract aims to support USGS efforts in remote sensing systems, aligning with the goals outlined in the 2020 National Space Policy of the United States.

Work Details
The contract includes a variety of tasks related to research and engineering support for Landsat operations:

(1) Research and analysis for space and ground systems and architecture concept development and planning;

(2) Planning, analysis, architecture development, validation, and verification for system development and maintenance activities;

(3) Support to satellite and ground system operations and maintenance activities;

(4) Assistance with procurement planning, development, and source selections for ground and satellite systems;

(5) Studies, analysis, research, and data/information collection in support of project planning, development, and execution efforts.

The firm must provide systems engineering expertise to National Security and Intelligence, Defense, Civil, and commercial space systems. Specific tasks include liaison work between USGS and NASA, independent systems engineering analyses for proposed architectural changes, technical expertise for satellite operations during anomaly investigations, support for new Landsat mission development including architecture documentation and risk management planning, procurement documentation development, industry assessments such as COTS availability studies, source selection assistance including proposal reviews and cost estimates, oversight of planning and integration activities, as well as performing special studies related to remote sensing activities.
