Background
The United States Environmental Protection Agency (EPA) is seeking proposals for testing and analytical services to support the regulation of motor vehicles, engines, fuels, and fuel additives. This contract aims to provide necessary technical support for emissions characterization, technology assessment, and the development of test procedures and equipment. The goal is to ensure compliance with environmental standards and improve air quality through effective regulation.

Work Details
The contractor shall furnish necessary personnel, materials, equipment, services, and facilities to perform the tasks outlined in the Performance Work Statement (PWS). Key tasks include:
1. Conducting testing and analytical services related to emissions from motor vehicles and engines.
2. Supporting technology assessments for new fuels and fuel additives.
3. Developing test procedures that align with EPA regulations.
4. Preparing reports that document findings and recommendations based on testing results.
5. Adhering to the contractor's Quality Assurance (QA) plan throughout the contract duration.
6. Delivering all work products in accordance with specified timelines and formats as detailed in Attachment 3 of the solicitation.

Period of Performance
The period of performance for this contract will be five years from the effective date of contract award.

Place of Performance
The primary location for performance will be at the National Vehicle and Fuel Emissions Laboratory (NVFEL), 2565 Plymouth Road, Ann Arbor, MI 48105.
