Environmental Protection Agency (EPA) Office of the Administrator (AO) - Strategic Environmental Management Approaches by EPA
The Office of the Administrator (AO) provides executive and logistical support for the EPA Administrator and supports the leadership of EPA's programs and activities to protect human health and the environment. AO is composed of eleven staff offices, but four offices will require support the Office of Policy, the Office of Public Affairs, the Office of Children's Health Protection, and the Office of Administrative and Executive Services. In addition to AO, OCFO will be seeking support for efforts related to the Evidence Act of 2018 and for assistance in application of tools to promote continuous improvement across the Agency.
This is NOT a solicitation. This is a pre-solicitation notice in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions.
The proposed requirement mentioned herein will be solicited as a small business set aside. The successful offerors shall be prepared to provide scientific technical support for EPA's Office of the Administrator (AO). The purpose of this requirement is to provide strategic technical support to help sustain and continuously improve EPA's protection of the environment in the 21st century.
The work to be performed under the Performance Work Statement (PWS) falls under the North American Industry Classification System (NAICS) code 541620, Environmental Consulting Services, with a Small Business Size Standard of $15 million. Interested firms must be able to meet the requirements, as stated in the PWS under the provided NAICS code. A draft PWS has been provided under this posting in FedConnect at www.fedconnect.net under the reference number 68HERH21R0004.
The resultant contract is anticipated to be a multiple award INDEFINITE DELIVERY/INDEFINITE QUANTITY (ID/IQ) hybrid with firm fixed price and time and material pricing in accordance with FAR 16.602. The acquisition will follow the procedures set forth in FAR Part 15, Contracting by Negotiation. The resultant contract is anticipated to have a 12-month base period and four (4), 12-month option periods. Work under this contract will be ordered through the issuance of Task Orders. In addition to performing required tasks, the contractor will be required to provide all personnel, materials, and equipment necessary to perform the work.
