Background
The Bureau of Indian Affairs (BIA), specifically the Division of Water and Power (DWP), is seeking technical and administrative support services to assist in fulfilling its mission. The DWP is responsible for managing irrigation, dam, and power facilities owned or operated by the BIA. Its mission includes promoting self-determination, economic opportunities, and public safety through effective management of these resources.

The contract aims to enhance the DWP's capabilities in providing quality services, improving accountability, and fostering communication among various stakeholders.

Work Details
The contractor will provide a range of support services including:
- General administrative support for DWP processes and functions.
- Technical expertise across various technologies and disciplines relevant to irrigation, dam safety, and power management.
- Assistance in managing water resources through measurement, analysis, and modeling.
- Support in transferring management responsibilities to tribes and water user associations.
- Collaboration with Federal, State, tribal, and local organizations on water resource management.
- Hiring, training, and retaining qualified personnel for infrastructure management.
- Promoting innovative business practices to meet evolving mission needs.

Period of Performance
The contract will be performed over a five-year period from February 1, 2026, to January 31, 2031.

Place of Performance
The services will be performed at various locations as specified in individual task orders issued under the IDIQ contract.
