Description

Technical Evaluation and Market Assessment Support for the Water Efficiency Program
Background
The U.S. Environmental Protection Agency (EPA) aims to ensure clean and safe water for all communities through various strategies, including infrastructure investment, innovative technology, and support to states, tribes, territories, and local government. The EPA launched the WaterSense program in 2006 as a voluntary public-private partnership to promote water efficiency and enhance the market for water-efficient products, services, systems, and practices. The program was formally authorized by Congress in the America’s Water Infrastructure Act of 2018. WaterSense helps identify water-efficient products and programs, encourages innovation in manufacturing, and supports efforts to enhance public education on the value of water.

Work Details
The contractor shall provide support services for the EPA’s WaterSense program and other water efficiency and resiliency efforts. This includes technical support for ongoing inquiry into the water-efficiency field, research into potential areas for WaterSense labeling and certification, market and technical research and analysis, specification development, strategic marketing support, branding support, outreach materials development, outreach implementation, coordination on green building and water efficiency initiatives, support on water efficiency issues associated with other sectors such as industrial, energy, and agriculture, coordination with other federal agencies to meet the requirements of Executive Orders and federal programs.

Period of Performance
The resulting contract will be an Indefinite Delivery Indefinite Quantity (ID/IQ) type contract with a single five-year ordering period starting from March 1, 2025. There is also a unilateral Agency option to extend contract services for an additional six months of performance.
