Description

This is a Request for Information (RFI) for the Superfund Quality and Sample Support (QSS) requirement in support of EPA's Analytical Services Branch of the Office of Superfund Remediation and Technology Innovation, Office of Land and Emergency Management. The purpose of this RFI is to seek knowledge of any potential qualified sources and their size classifications: large or small (Service-Disabled Veteran-Owned, Veteran-Owned Small Business, Women-Owned Small Business, 8(a), HUBZone, Small Business, Emerging Small Business, and Small Disadvantage Business (SDB)) relative to NAICS Code 541611- Administrative Management and General Management Consulting Services.
This RFI is issued to:
1. Gather industry input on the attached performance work statement (PWS)
2. Request information on any changes in the industry that the Government should consider to achieve direct cost savings
3. Request information on possible contract pricing considerations
4. Request information on other possible contract changes
There are three attachments to this announcement: The QSS Performance Work Statement, the QSS RFI Questionnaire, and the Cybersecurity Tasks Checklist. Please refer to all three documents prior to responding to this RFI. Interested parties should respond with comments that address the Government's requirements, assumptions, conditions, or contemplated approaches to this future acquisition based upon the information in the PWS. Comments should be in the form of responses to the 24 questions in the attached RFI questionnaire. Please submit responses that may encourage new, different, or innovative approaches that would result in direct cost savings to the Government. Please note that under the Small Business Participation section of the questionnaire, Question #15 should be answered by small businesses only. Question #16 should be answered by all respondents.
All interested parties may respond to this RFI
Interested parties SHOULD NOT submit proposals or offers; capability statements; white papers or other company marketing materials; past performance information or general descriptions of corporate experience; requests to be considered for award or to be notified of a future solicitation; requests to be added to a mailing or distribution list; or questions or comments not related to this RFI.
This is NOT a solicitation announcement. This is an RFI notice only. Responses to this notice shall not constitute responses to a solicitation. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely at the Government's discretion. This notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating a strategy for competitive procurements.

Background
This is a Request for Information (RFI) for the Superfund Quality and Sample Support (QSS) requirement in support of EPA's Analytical Services Branch of the Office of Superfund Remediation and Technology Innovation, Office of Land and Emergency Management. The purpose of this RFI is to seek knowledge of any potential qualified sources and their size classifications: large or small relative to NAICS Code 541611- Administrative Management and General Management Consulting Services. The RFI is issued to gather industry input on the attached performance work statement (PWS), request information on any changes in the industry that the Government should consider to achieve direct cost savings, request information on possible contract pricing considerations, and request information on other possible contract changes.

Work Details
The contractor is required to perform all required data deliverables for all field samples including quality control samples and standards for all methods in the SDG as prescribed by the applicable analytical Statement of Work (SOW). The timeliness of all deliverables is determined by the Data Receipt Date (DRD) of the SDG. The Contractor shall receive and document daily data deliverable submissions and resubmissions, calculate and record the timeliness of the data deliverable submissions and resubmissions, verify the data received against the scheduling request to ensure that the deliverables provided are as expected, provide information associated with data receipt to support completion of activities including invoice processing and cost recovery activities.
Additionally, the CLP laboratory data deliverables received by the Contractor must undergo inspection and assessment using EXES self-inspection tool on the CLPSS Portal. The Contractor shall also assist ASB with providing its customers with automated data review of CLP laboratory deliverables based on National Functional Guidelines (NFG) for Data Review.
