17 Dec 2010This future opportunity notice is to advise industry that as a result of themarket survey issued on 30 July 10, SPAWARSYSCEN Atlantic (SSC-LANT)intends to issue a Request for Proposal (RFP) for Submarine C5I & ND3Engineering, Technical and Logisitc Support. The Space and Naval Warfare Systems Center, Atlantic (SSC-LANT) is solicitinginformation from potential sources to provide system engineering, technical,logistics and management support services to the Program Executive Office,Submarines (PEO-SUB) and Program Executive Office, Integrated WarfareSystems (PEO-IWS) C5I and NC3 systems and subsystems for both current andfuture configurations. This support encompasses engineering, technical,analysis and assessment, logistical, life-cycle and program managementsupport for NPES and SWFTS C5I systems and subsystems installed in SSN 21,SSN 688/I, SSBN 726, SSN 774 and SSGN Class Submarines and SUBOPAUTHshore facilities. The scope of work includes tasking for Systems Engineering,System/Equipment Analysis and Assessment, Modernization Coordination andOversight, Testing and Evaluation, Technical Assistance and Repair Support,Integrated Logistics Support (ILS), Information Assurance (IA) and ProgramManagement Support for submarine C5I and SUBOPAUTH NC3 systems andsubsystems world-wide. The C5I systems and subsystems support under thiseffort include any and all systems and equipment, major and minor, thatcomprise the Acoustic, Combat Control (CC), Architecture, Network,Communications, Navigation, Periscopes and Imaging, Electronic SurveillanceSystems and Suites and Weapons Handling Systems (excluding the Weapon),including their power supplies, ancillary, peripheral, sensors, supportequipment, logistic support, tactical and non-tactical software, firmware andhardware and handling systems and equipment. The applicable North American Industry Classification System (NAICS) code is541330 with a size standard of $27M. The Government estimate for this effortis $150,000,000. A competitive multiple award cost-plus-fixed-fee, indefinitedelivery, indefinite quantity type contract with a one (1) year base period andfour (4) one-year options is anticipated. This is a follow-on contract forSubmarineC5I & ND3 Support Services, Contract Number N66001-07-D-0041,and the incumbent contractor is EG&G Technical Services. This is NOT a solicitation announcement.
