SMDA2S - Presolicitation Notice   4

The Acquisition Contracting Command-Redstone Arsenal (ACC-RSA) in Colorado Springs, CO intends to issue a solicitation for the Space and Missile Defense Command/Army Forces Strategic Command (USASDMC/ARSTRAT) and other collaborating agencies, for non-personal Space and Missile Defense Advisory and Assistance Services (SMDA2S). Services will be performed primarily in Huntsville, AL and Colorado Springs, CO, but can also include other locations. The contractor shall provide all supervision, personnel, transportation, tools, supplies, equipment, and materials (other than those specified as furnished by the Government), necessary to perform advisory and assistance services in the following functional areas: Infrastructure and Organizational Support, Intelligence, System Engineering and Integration, Integrated Logistics, Emerging Technologies, Operations, Exercise Planning and Execution, Training Development and Execution, Communications, Staff Support, and Test and Evaluation. Services will be performed to support the following mission areas: Space and Missile Defense; Global Strike; Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR); Information Operations (IO); Cyber Operations (CO); Space Science and Technology Strategy Initiatives; Friendly Force Tracking; Integrated Joint Special Technical Operations (IJSTO); and Commercial Imagery.
The solicitation will result in multiple, indefinite delivery indefinite quantity (IDIQ) contracts with a five year ordering period. Task orders will be issued as Cost Plus Fixed Fee. The maximum ceiling amount is $496 Million total for all contracts issued. The North American Industry Classification System (NAICS) code is 541330, Engineering Services (Military and Aerospace Equipment and Military Weapons), with a small business size standard of $35.5M. This acquisition will be solicited as a 100% Total Small Business Set-Aside. Small businesses will be required to comply with Federal Acquisition Regulation 52.219-14, Limitations on Subcontracting and 13 CFR 125.6 (known as the 50% rule) and 52.215-23, Limitations on Pass-Through Charges. A formal Request for Proposal (RFP) will be issued on or about 23 May 2014 on Federal Business Opportunities (FBO).
Paper copies of the solicitation will not be mailed. Prospective offerors are responsible for checking FBO to obtain the solicitation and any amendments or other information pertaining to the solicitation; prospective offerors are encouraged to register for notification through FBO. All offerors must be actively registered in the System for Award Management (SAM), (https://www.sam.gov) to be eligible for award. In addition, vendors must ensure their Annual Representations and Certifications are updated and current.
