Description

San Joaquin River Restoration Program (SJRRP) Environmental Compliance Field Services Support
The scope of this requirement is for biological monitoring and survey support for the Arroyo Canal Fish Screen and Sack Dam Fish Passage Project (Arroyo Project) and the Mendota Pool Bypass and Reach 2B Improvements Project (Reach 2B Project). This contract will support the Bureau of Reclamation in complying with all construction related biological aspects of Reclamation's environmental commitments for these projects.
Solicitation number 140R2025Q0030 is issued as a Request for Quote (RFQ).
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with FAR parts 13.5 and additional information included in this notice. The Bureau of Reclamation intends to award a Firm-Fixed Price Purchase Order for services represented in the Performance Work Statement. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This acquisition is a 100% women-owned small business set aside. The NAICS code is 541620 and the size standard is 19 million dollars.
The contract line items are listed in the price schedule of the solicitation package. Please provide the total price for the firm-fixed price line items. Please see further instructions for quote submission under Provision 52.212-1 Addendum and 52.212-2 Addendum.

Background
The Bureau of Reclamation is responsible for managing, developing, and protecting water and related resources in an environmentally and economically sound manner.

The San Joaquin River Restoration Program (SJRRP) aims to restore flows to over 150 miles of the San Joaquin River and establish a self-sustaining Chinook salmon fishery. This contract supports compliance with environmental commitments related to two major infrastructure projects: the Arroyo Canal Fish Screen and Sack Dam Fish Passage Project, and the Mendota Pool Bypass and Reach 2B Improvements Project.

Work Details
The contractor will provide biological monitoring and survey support for the Arroyo Project and Reach 2B Project. Tasks include:
1. **Project Management and Reporting**: Coordination with Reclamation, monthly conference calls, preparation of meeting agendas, presentations, minutes, and reporting special status species observations.
2. **Pre-Construction Surveys**: Conducting surveys for special status species and habitats prior to construction.
3. **Buffers, Exclusions, and Species Relocations**: Installing non-disturbance buffer areas, developing exclusion plans, and implementing species relocation plans as needed.
4. **Worker Environmental Awareness Training (WEAT)**: Developing and conducting training for construction staff on site.
5. **Monitoring During Construction**: Monitoring biological activities during construction, including documenting special status species observations.
6. **Construction SWPPP QSP Services**: Completing inspections as a Qualified Stormwater Pollution Prevention Plan Practitioner (QSP) to ensure compliance with environmental regulations.

Period of Performance
The contract will be performed from August 1, 2025 until July 31, 2026.
