Site Security Services for the Department of Energ

Background
The Department of Energy (DOE) is seeking proposals from 8(a) Small Businesses for Site Security Services at its National Energy Technology Laboratory (NETL) facilities located in Morgantown, West Virginia; Pittsburgh, Pennsylvania; and Albany, Oregon. The goal of this contract is to ensure the safety and security of these facilities through comprehensive site security measures.

Work Details
The contractor will perform all transition activities necessary to begin performance of this contract, ensuring continuity of work without disruption. This includes relocating, recruiting, orienting, and training key personnel, as well as inventorying and assuming responsibility for Government-Furnished Property (GFP). The contractor will provide SECON Level 3, 4, and 5 site security services at the three NETL locations. Additional services may be required on an as-needed basis for emergency situations or unforeseen training events, which must be authorized in advance by the Contracting Officer's Representative (COR). Specific tasks include:

1. Transition activities to ensure seamless service continuation.
2. Provision of site security services at specified SECON levels.
3. Compliance with environmental, safety, and health management policies.
4. Submission of required reports as per contract specifications.

Period of Performance
The contract period is from August 1, 2025 to July 31, 2030, including a transition period from July 1, 2025 to July 31, 2025.

Place of Performance
The services will be performed at the National Energy Technology Laboratory facilities located in Morgantown, West Virginia; Pittsburgh, Pennsylvania; and Albany, Oregon.
