Background
The U.S. Nuclear Regulatory Commission (NRC) is soliciting offers for the Software Integration for Environmental Radiological Release Assessments (SIERRA) project. This initiative aims to develop a computer code that consolidates various existing codes within the Radiation Protection Computer Code Analysis and Maintenance Program (RAMP). The goal is to support licensing actions for nuclear power plants and non-power production facilities in the contiguous United States.

The SIERRA software will modernize existing codes, including PAVAN, ARCON, NRCDose3, and GALE, and is designed for environmental transport, diffusion, and dose assessment of radionuclides.

Work Details
The contractor will provide all necessary resources to accomplish the following tasks:
1. Support development of other RAMP codes into SIERRA, ensuring compliance with an approved Software Quality Assurance (SQA) plan.
- Sub Task 1.1: Source Term Development - Deliver complete source code, documentation including requirements specification, test plans, user guides, and technical design documents. Evaluate current beta versions and improve functionalities.
- Sub Task 1.2: Atmospheric Transport & Diffusion (ATD) - Update source code and documentation for SIERRA ATD module; ensure compatibility with current systems; conduct comparisons with legacy codes; review regulatory guides related to atmospheric dispersion.
- Develop training materials and present at RAMP user meetings as needed.

Period of Performance
The contract period of performance is from September 26, 2025, to October 31, 2028.

Place of Performance
The work will be performed at the NRC headquarters located at 11555 Rockville Pike, Rockville MD 20852-2738.
