Rotary Screw Trap Data from the American, Stanislaus, and Sacramento Rivers
The purpose of this contract is to develop and provide environmental information relevant to the operation of the Central Valley Project (CVP). The U.S. Bureau of Reclamation (Reclamation) operates and maintains the Central Valley Project (CVP) for the purposes of navigation and flood control; fish and wildlife mitigation, protection, restoration, and enhancement; agricultural and municipal and industrial water supply; power generation; and recreation. Measuring the response of the ecosystem, including native fish in response to operation of the CVP can assist in meeting these purposes. Monitoring and science objectives can be organized into two categories: (i) real-time operations; and (ii) status and trend monitoring.
Solicitation number 140R2025Q0081 is issued as a Request for Quote (RFQ).
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with FAR parts 13.5 and additional information included in this notice. The Bureau of Reclamation intends to award a Firm-Fixed Price Purchase Order for services represented in the Performance Work Statement. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This acquisition is a 100% small business set aside. The NAICS code is 541620 and the size standard is 19 million dollars.
The contract line items are listed in the price schedule of the solicitation package. Please provide the total price for the firm-fixed price line items. Please see further instructions for quote submission under Provision 52.212-1 Addendum.

Background
The U.S. Bureau of Reclamation operates and maintains the Central Valley Project (CVP) for navigation, flood control, fish and wildlife mitigation, agricultural water supply, power generation, and recreation. This contract aims to develop environmental information relevant to the CVP's operation, particularly focusing on monitoring the ecosystem's response to CVP operations.

Work Details
The contractor will provide management, personnel, supervision, labor, materials, transportation, and other necessary items to perform services outlined in the Performance Work Statement (PWS). Key tasks include:

Using rotary screw traps on the American River at Watt Avenue Bridge and Stanislaus River at Caswell State Park to estimate juvenile production of Chinook salmon and steelhead from October to June. Traps will operate seven days a week during high emigration periods (November-February) with reduced sampling during lower periods.

2. Conducting capture-efficiency trials for Chinook salmon and potentially steelhead juveniles.

3. Supporting a juvenile production model following established protocols.

4. Collecting biological data on salmonids including length, weight, and tissue samples.

5. Enhancing RST database functionality for improved data accuracy.

6. Coordinating field sampling with special studies as requested by the Contracting Officer's Representative (COR). Deliverables include an RST study plan, technical memoranda analyzing juvenile abundance estimates by brood year, daily digital uploads of Chinook salmon estimates for public websites, monthly data files for open access repositories, annual technical memoranda compliant with accessibility standards, and QA/QC'd project code posted online.

February 1, 2026 through January 31, 2027 with two option years extending through January 31, 2029.
