RFP - Personnel Security/Clearance Support Service   2

Background
The Department of Energy, National Nuclear Security Administration (DOE/NNSA), Office of Personnel and Facility Clearances and Classification (OPFCC) located on Kirtland Air Force Base (KAFB) in Albuquerque, New Mexico (NM) is soliciting proposals from Small Business concerns only. The resulting contract from this competitive small business RFP is set-aside for those small business concerns who are interested in meeting the mission of the DOE/NNSA.

Work Details
The proposed contract will be a Time and Material (T&M) with the offerors proposing fully burdened T&M rates for all required labor for performance of all work under these Contract Line-Item Number(s) (CLIN)s. The offeror shall furnish personnel, services, and otherwise do all things necessary for, or incidental to, providing the requirement in the Performance Work Statement (PWS).
The estimated periods of performance are: Base Period: 30 days Transition Period - September 2, 2023–October 1, 2023; Base Period: 2 Years &11 Months Labor – October 2, 2023–August 31, 2026; Base Period: 2 Years &11 Months ODCs & Travel – October 2, 2023–August 31, 2026; Option Period I: 2 Years Labor – September 1, 2026–August 31, 2028; Option Period I: 2 Years ODCs & Travel – September 1, 2026–August 31, 2028; Base - Option Period I: 5 Years Cancellation Ceiling – September 2, 2023–August 31, 2028.
The offeror shall perform the required Personnel and Facility Clearances and Classification on-site services at their own offeror’s facilities, non-NNSA and other NNSA Sites in New Mexico as specified in the PWS.

Period of Performance
The estimated periods of performance are as follows: Base Period: September 2, 2023–October 1, 2023; Base Period: October 2, 2023–August 31, 2026; Option Period I: September 1, 2026–August 31, 2028; Base - Option Period I: September 2, 2023–August 31, 2028.

Place of Performance
The offeror shall perform the required Personnel and Facility Clearances and Classification on-site services at their own offeror’s facilities, non-NNSA and other NNSA Sites in New Mexico as specified in the PWS.
