Background
The contract is issued by the US Environmental Protection Agency (EPA), Region 7, to conduct inspections under the Resource Conservation and Recovery Act (RCRA) for facilities in Iowa. Since Iowa is not authorized to conduct these inspections, the EPA Region 7 is responsible for overseeing compliance with federal hazardous waste regulations.

The goal of this contract is to provide technical assistance through contracted inspectors to ensure that Iowa facilities comply with RCRA regulations and permits.

Work Details
The Contractor shall perform a minimum of 20 and a maximum of 30 RCRA Facility Inspections for the Iowa Direct Implementation Program. The work includes:
1. Conducting RCRA Compliance Evaluation Inspections (RCRA CEI) without an EPA inspector present at each inspection.
2. Gathering information and evidence to determine and document facility compliance with federal hazardous waste, universal waste, and used oil regulations (40 CFR 260-299).
3. Verifying facility information obtained from the RCRA Information database.
4. Providing compliance assistance information to each inspected facility.
5. All travel expenses will be reimbursed based on actual costs with receipts, while fixed rates will apply for payment purposes during the contract duration.

Period of Performance
The contract will be performed during Fiscal Year 2025.

Place of Performance
Inspections will take place at various facilities across Iowa.
