Description

Presolicitation Synopsis and Notice of Intent to Sole Source: Radio Frequency Interference Monitoring System (RFIMS) Operations, Maintenance, and Sustainment
Background
The Department of Interior, Internal Business Center, Acquisition Services Directorate, on behalf of the Office of the Chief Information Officer, is posting a synopsis for the Radio Frequency Monitoring System sole source procurement for operations, maintenance, and sustainment. The intended source for this procurement is L3Harris Technologies, Inc. The reason justifying the lack of competition is provided in 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. L3Harris is the only qualified source to perform operations, maintenance, and sustainment on the RFIMS because only L3Harris has the rights to modify the patented algorithms that are key components in the system. L3Harris is also the only qualified source to deliver hardware maintenance and support due to their specialized antenna manufacturing and test capability which was designed, developed, tested, and approved during a prior R&D contract to develop the RFIMS.

Work Details
The Contractor will provide Operations, Maintenance, and Sustainment including, but not limited to, operator training, support for system software lifecycle, Amazon Web Service platform database support, systems support, antenna maintenance and support, and quarterly maintenance on hardware components.
In addition, the Contractor is responsible for the implementation of interoperability and functionality with respect to increasing efficiency of the RFIMS.

Period of Performance
The period of performance for this anticipated effort is 5 years comprised of a 1-year base award and four (4), 1-year option periods.
