R7 START VI: Superfund Technical Assessment & Response Team 6   4

Background
The United States Environmental Protection Agency (U.S. EPA) Region 7 is seeking to identify firms capable of performing the requirements outlined in the Statement of Work (SOW) for the Superfund Technical Assessment and Response Team (START) class of contracts. This initiative primarily supports the Superfund and Emergency Management Division, with a focus on responding to hazardous materials incidents to protect human health and the environment.

Work Details
The contractor will provide professional scientific and technical support services aligned with U.S. EPA activities, specifically for On-Scene Coordinators (OSCs) and federal officials. Key tasks include: hazardous materials emergency response; planning, preparedness, and prevention; environmental assessment and inspection; environmental technical support; data management; and training. The contractor must demonstrate capabilities in investigating, assessing, and supporting the restoration of contaminated environments. They are expected to maintain a 24/7 response capability for regional, national, and international incidents.

Place of Performance
The primary performance locations include U.S. EPA Regions 7 (Kansas, Missouri, Iowa, Nebraska, and tribal lands), with potential responses extending to all remaining states, U.S. Virgin Islands, and Puerto Rico during national incidents.
