Prospectus Develpment IDIQ Firm Fixed Price

Background
The National Park Service (NPS) is seeking specialized hospitality consulting firms to develop prospectuses for concession contracts. This initiative aims to ensure that visitors have access to high-quality services while visiting national parks. The NPS has a long history of utilizing private companies to provide commercial visitor services and currently manages over 500 concession contracts across approximately 150 parks. The goal of this contract is to attract and select the best bidders for these opportunities through strategic business advice and quality reports.

Work Details
The contractor will be responsible for developing prospectuses that accurately describe business opportunities and recommended selection criteria for concession contracts. Tasks include: conducting market analyses, preparing detailed reports, and providing strategic recommendations for soliciting competition for concession contracts.

The contractor may also be required to analyze services under management contracts common in the private sector hospitality industry and develop competitive methods for unique operations such as multi-park campground operations. The anticipated number of task orders is between 27-30, covering various services including full-service resorts, ferry services, marinas, and backcountry guides.

Period of Performance
The period of performance for this contract is from March 27, 2025, to March 26, 2030.

Place of Performance
The work will primarily be performed off-site at the vendor’s location, with potential short site visits required for specific tasks.
