Elaine Pace-Reed Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Charleston, SC intends to issue a request for proposals (RFP) N65236-12-R- 0028 for the procurement of Information Dominance Program Management and Financial Management Support services. The anticipated work will provide support to SPAWARSYSCEN Atlantic Program Managers (PMs) in the accomplishment of their duties. The scope of work anticipated to be covered in this contract includes the following: 1) Acquisition Strategy Support, 2) Integration Management Support, 3) Plan Development, Program Plan Execution, and Integrated Change Control Support, 4) Scope Management Support, 5) Manpower and Personnel Management Support, 6) Communications Management Support, 7) Risk Management Support, 8) Systems Engineering Management Support, 9) Software Acquisition Management Support, 10) Measurement and Analysis Support, 11) Scheduling Support, 12) Process Management Support, and 13) Technological Opportunities and User Needs Assessment Support. The applicable NAICS code is 561499 with a size standard of $14 Million. The Government estimate for this solicitation is approximately $250 million. The Government anticipates a multiple award, Indefinite Delivery, Indefinite Quantity, performance based, firm-fixed-price (FFP) type contract with additional provisions for cost-plus-fixed-fee (CPFF) orders. The period of performance includes a base year and two one-year option periods. The procurement will be conducted under full and open competition. Elaine Pace-Reed SPAWARSYSCEN Atlantic, in support of its acquisition strategy for the Program Management and Financial Management Support Services acquisition, will host an industry day. Acquisition information such as: scope of work, acquisition strategy, organizational conflict of interest, evaluation factors, relevancy requirements, timeline, etc. will be briefed. This event will incorporate information for solicitations N65236-12-R-0028 (unrestricted), N65236-12-R- 0030 (SBSA), and N65236-12-R-0032 (SDVOSB). Location: Cinema One Theater, Bldg 718, Joint Base Charleston-Weapons Station, Charleston, SC (base access is not required for this location). Date: Tuesday 26 March 2013 from 0830 1130 EST Participation: Due to the facility capacity, attendance is limited to two (2) team members per company (inclusive of all divisions). In the event that attendance requests exceed capacity, adjustments may have to be made to expand the number of sessions.
