Professional Services to support the Navys Public Works Business Line to assist with the Department of the Navy USMC Mission Assurance program   4

The purpose of Modification 02 is to respond to the following: 1. Is there an incumbent firm currently under contract that is performing services described in the Sources Sought, Solicitation Number: N6247017R4014? If the answer is yes, Government Response: Yes a. What is the name of the firm? Government Response: Information about how the services are currently being provided will be made available in any resultant solicitation. b. What is the name/solicitation number of the existing contract under which these services are performed? Government Response: Information about how the services are currently being provided will be made available in any resultant solicitation. c. What is the name of the Department of Navy organization receiving these support services? Government Response: OPNAV and USMC HQ d. When does the current incumbents TM contractual services identified in response to question 1 end? Government Response: Information about how the services are currently being provided will be made available in any resultant solicitation. 2. Is there a government estimated level of effort for services to be provided in the base year of the proposed Sources Sought Solicitation # N6247017R4014? If yes, what is the estimated level of effort? Government Response: In the base year, the estimated level of effort (site visits) is expected to range from 31 to 49 separate events. Additional information will be made available at the time of solicitation issuance. 3. Is it the Navy TMs intent to make an award to a single firm for all the services required in the Sources Sought or will the Navy consider multiple awards for various services? Government Response: Sources Sought is a market research tool and results will help determine if a multiple or single award best address the government TMs requirements. 4. What is the anticipated date of commencement of the services described in this Sources Sought document? Government Response: 9 12 months from the date of issuance of any resultant solicitation Specific Questions Sources Sought document 1. Page 2 of the Sources Sought document indicates: The Contractor shall be able provide services in accordance with DoN Assessment program guides and benchmarks... If these assessment program guides are documented, can you provide a copy of all relevant program guides for our review and evaluation? Government Response: DoD Directive 3020.40 Mission Assurance (29 Nov 2016) discusses relevant programs and benchmarks for Mission Assurance. Navy and USMC specific guidance will be provided in any resultant solicitation. 2. Page 2 of the Sources Sought document indicates: Perform Mission Assurance Assessments (MAA). The MAA is performed using service specific MA benchmarks and program guides... If these MA benchmarks and program guides are documented, can you provide a copy of all MA benchmarks and program guides for our review and evaluation? Government Response: References will be provided during any resultant solicitation. 3. Page 2 of the Sources Sought document indicates: Perform Utility Security Assessments (USA). Is there any documented standardized process or methodology for conducting Utility Security Assessments, and if so, can those documents be provided for our review and evaluation? Government Response: References will be provided during any resultant solicitation. a. In this same paragraph, reference is made to Mission Criticality Index (MCI) database management. Is this database a proprietary database, or a government owned database? Government Response: Yes, is government owned. b. If this MCI database is a proprietary database, has the government made arrangements to ensure a potentially new contractor firm that may be awarded a contract for this work, will be able to access and utilize this database as required to support government tasking? Government Response: Yes. The data is government owned. 4. Page 2 of the Sources Sought document identifies a task to develop AHTAs that will follow the current AHTA Methodology. Is there a documented AHTA methodology and if so, can you provide a copy of the current AHTA methodology for our review and evaluation? Government Response: Yes, data is collected through open sources and methodology will be made available in any resultant solicitation 5. Page 3 of the Sources Sought document identifies Critical Infrastructure Protection tasks, and in part requires a task to conduct the risk assessment process to determine the risk... Is there any documented risk assessment process , and if so, can those documents be provided for our review and evaluation? Government Response: DoD Directive 3020.40 Mission Assurance (29 Nov 2016) discusses relevant programs and benchmarks for Mission Assurance. Navy and USMC specific guidance will be provided in any resultant solicitation. 6. Page 3 of the Sources Sought document identifies to the MDI application as a source of performing various trend analysis. Is there any documentation describing the MCI application and its TM use and operation, and if so, can those documents be forwarded for our review and evaluation? Government Response: MCI can be searched on the web and high level briefs can be viewed. Look for the 2017 Energy Exchange presentation. 7. Page 3 of the Sources Sought document identifies the following task: Enter mission chains and Baseline Elements of Information (BEI) into NAV-CAMS. Enter risk data into NAV-CAMS. Update all NAV-CAMS documentation and diagrams with modifications and additions annually, to include an inventory. Assist in MAAs, and Mission analysis/decomposition. How is the task to assist in MAAs, and Mission analysis/decomposition different from the tasks identified on page 2 of the Sources Sought for Perform Mission Assurance Assessments and Perform Mission Analysis ? Government Response: That task is separate from the MAA and MA site visits. As stated this work would assist in the site visits being performed successfully. 8. Is there an intended number of installations in a given contract year on which mission analysis, utilities assessments, or MAA must be performed? Government Response: In the base year, the estimated level of effort (site visits) is expected to range from 31 to 49 separate events. 9. Are the MAA, utility assessments, and Mission Analysis currently combined or conducted at sites simultaneously, or are they separate and conducted at different times? Government Response: Mission Analysis and Utility Assessments are conducted at the same time. Mission Assurance Assessments are conducted sixty (60) days after Mission Analysis visit. 10. Does government staff support any roles in the actual execution of the MAAs, Mission Analysis and/or Utility Assessments, or are these assessments entirely conducted by contractor staff? Government Response: Mission Analysis and Utility Assessments are conducted at the same time. Mission Assurance Assessments are conducted ~ 60 days afterwards or they can be integrated based on the government TMs needs. 11. What is the current length of time typically expended to conduct the below? Government Response: a. Mission Analysis: on average 10 business days and in conjunction with the USA b. Utility Assessment: on average 10 business days (depends on the size of the installation and to be determined by the government in each task order) c. MAA: on average 5-10 business days (depends on the size of the installation and to be determined by the government in each task order) 12. What is the typical number of SMEs and/or staff utilized at each site to conduct the below? Government Response: a. Mission Analysis: depends on the size and number of tenant commands at each installation b. Utility Assessment: depends on the size and number of tenant commands at each installation c. MAA: depends on the size and number of tenant commands at each installation 13. Is there a mission assurance training and/or exercise component or task contemplated as part of the scope of work for this Sources Sought document? If yes, what is the scope of training and/or exercise support contemplated? Government Response: Yes, training is expected to be conducted by the contractor for government personnel on the MA process and data entry.
