Printing and Mail Handling Services

Background
The Interior Business Center (IBC) is a component of the Office of the Secretary of the Department of the Interior (DOI). IBC serves as a Federal Shared Service Center, providing various Human Resources (HR) and other services to multiple Federal Government agencies and organizations.

The IBC’s Albuquerque data center offers hosting, computer resource management, and operational support for automated personnel and payroll, financial, and administrative systems. The contract aims to transition printing, postal finishing, and mailing services for Leave and Earnings Statements (LES), Form W-2, Wage Statements, 1099-INT, 1099-MISC forms, and IRS form 1095-C to an external vendor for processing. This includes ensuring recovery of these services in emergencies or disasters.

Work Details
The contractor will provide comprehensive printing and postal handling services including:
1. **Printing Services**:
- Secure file transfer methods for LESs and W-2s.
- Printing formats must adhere to current layouts from IBM mainframe systems.
- Paper stock specifications include preferences for self-mailers or fold & stuff options with specific dimensions and characteristics.
- Annual testing of print formats for W-2s, 1095-C, and 1099 forms to ensure compliance with IRS requirements.

2. **Postal Processing Services**:
- Address verification using approved software.
- Postal processing to maximize postage savings through proper sorting and barcoding.

3. **Management of Paper Stock**:
- Ordering, payment, interim storage, and quality assurance for paper stock.

4. **Courier Services**:
- Transport mailings securely to USPS within specified timeframes.

5. **Disaster Recovery Capability**:
- Establishing procedures for disaster declarations to ensure continuity in printing and mailing operations during emergencies.

6. **Security and Privacy Compliance**:
- Ensuring all contractor personnel sign non-disclosure agreements and comply with security policies regarding Personally Identifiable Information (PII).

Period of Performance
The contract will be executed over a specified period that includes regular biweekly printing cycles for LESs throughout the year as well as annual deadlines for W-2s by January 31 each year.

The primary location for performance is at One Denver Federal Center, Building 48, Lakewood, CO 80225.
