Background
The National Oceanic and Atmospheric Administration (NOAA), through its Eastern Acquisition Division (EAD), is issuing a solicitation for Aviation Program Management and Engineering Support Services on behalf of the Office of Marine and Aviation Operations (OMAO). The goal of this contract is to provide comprehensive support for the Aircraft Acquisition Program Management Office (PMO) within the Platform and Infrastructure Division (PIAD). This includes overseeing aviation-related acquisitions aimed at replacing, upgrading, or retiring current NOAA aviation assets, specifically focusing on aircraft such as the Lockheed Martin Aeronautics C-130J and Gulfstream G550.

Work Details
The contractor will provide Aircraft Program Management & Engineering Support services that encompass a wide range of tasks including: accounting, administrative support, configuration management, engineering, requirements analysis, risk management, and logistics sustainment.

The contractor will be responsible for leading strategic planning efforts, implementing programmatic activities, coordinating with PMO staff and stakeholders, developing program documentation, and providing technical support throughout all phases of the aircraft life-cycle. Key personnel must be identified by the contractor and cannot be replaced without prior notification to NOAA. Contractor employees must adhere to identification protocols when visiting government facilities.

Period of Performance
The contract will be performed from April 30, 2026 to April 29, 2031.

Place of Performance
The work will take place at various locations where OMAO operates.
